Through the Residential Energy Assistance Program (REAP), you can reduce utility bills and upgrade your home at no cost.

Am I Eligible?

To apply for REAP, you must be enrolled in the City of Palo Alto Utilities Rate Assistance Program (RAP), which offers up to 25% utility rate reductions for Palo Alto residents with a demonstrated financial or medical need. Once you are enrolled in RAP, an energy specialist will contact you to schedule a home visit and identify the most effective ways to improve your home's energy efficiency. This visit is a one-time service.
