On November 6, 2017, the City Council initiated the preparation of a Coordinated Area Plan for the North Ventura area (NVCAP), an approximately
Prepare a coordinated area plan for the North Ventura area and surrounding California Avenue area. The plan should describe a vision for the future of the North Ventura area as a walkable neighborhood with multifamily housing, ground floor retail, a public park, creek improvements
The City has also received Priority Development Area (PDA) grant funding from the Valley Transportation Authority (VTA) for preparation of the NVCAP. This area includes a parcel owned by the Sobrato Organization which is commonly referred to as “the Fry’s site”.
The Fry’s site and the surrounding parcels included in the proposed planning area represent a significant opportunity to plan for a walkable, mixed-use neighborhood with multifamily housing, commercial services, well-defined connections to transit, bicycle and pedestrian facilities, urban design strategies, and design guidelines to strengthen and support the neighborhood fabric and connections to transit, pedestrian, and bicycle facilities.
Community engagement, including but not limited to the Working Group formation, will be key to the success of the planning effort, as will technical and design/planning work by qualified consultants funded by the grant. Updates on the Working Group application process will be provided on this webpage and emailed to the mailing list.
