Police Arrest Suspect in Downtown Sexual Battery

Palo Alto, CA -- Police tracked down and arrested a man for sexual battery last week after he drove up to a woman getting into her car in downtown Palo Alto and grabbed her buttocks while still seated in his vehicle.

On Wednesday, June 5, 2013, at about 8:56 a.m., the victim (a female in her forties) came to the police station to report that a sexual battery had just occurred in the 400 block of Kipling Street.  Officers responded to the area but were unable to locate the suspect.

The investigation revealed that the victim had been standing next to the driver's door of her car, which was parked on the street in the 400 block of Kipling Street.  As she was retrieving her keys, a male suspect drove up behind her, stopped his car, and while still seated in the driver’s seat, reached out of the car window with his hand and grabbed her buttocks.  He was alone in the car.  The victim called out to a passerby and asked them to get the license plate of the vehicle as it drove away.  The passerby helped by writing down the license plate.  The victim immediately went to the police station and reported what had occurred.  The victim was not injured.

Detectives from the Palo Alto Police Department determined that the registered owner of the vehicle had a similar physical description to the suspect.  Later in the day on June 5, they went to the registered owner’s home address in San Mateo, and identified the registered owner as the suspect, 31-year-old Belsasar Quiran.  Detectives submitted the case to the Santa Clara County District Attorney’s Office, who filed one count of misdemeanor sexual battery against Quiran on June 6.  On the afternoon of Friday, June 7, detectives returned to Quiran’s residence and arrested him pursuant to the warrant.  Police booked him into the Santa Clara County Main Jail.  A booking photo of Quiran is attached.

Police credit both the victim and the passerby for having the presence of mind to note the license plate of the suspect vehicle and to obtain a detailed description of the suspect.

Detectives do not believe that Quiran is connected to the sexual assault that occurred on June 2, 2013, at the Palo Alto Baylands Nature Preserve, nor do they believe that this crime is related to any other assaults that have occurred in Palo Alto.

Quiran was driving a green 1996 Toyota Corolla at the time of the crime.
