Technical Services Director Charles Cullen
Palo Alto, CA -- Governor Jerry Brown has appointed Technical Services Director Charles Cullen of the Palo Alto Police Department to the California State 9-1-1 Advisory Board. 

Appointed on May 30, 2013, Cullen will join nine other members from various public safety agencies from throughout the state on the Advisory Board, and will serve a two-year term.  He will attend monthly meetings in Sacramento while maintaining his job at the Palo Alto Police Department.  As the Technical Services Director, Cullen has command responsibility for the Records Division, Communications Division, Court Liaison, Code Enforcement, Crime Analysis, Radio Shop, and all technology used by the Department.

The purpose of the State 9-1-1 Advisory Board is to promote communications between Public Safety Answering Points (PSAPs) and the California 9-1-1 Emergency Communications Office.  The Advisory Board makes recommendations on policies, practices and procedures for the California 9-1-1 Emergency Communications Office, technical and operational standards for the California 9-1-1 Emergency Communications Office, and training standards for county coordinators and PSAP managers.  The Advisory Board also makes recommendations on budget, funding and reimbursement decisions related to the State Emergency Number Account, proposed projects and studies conducted or funded by the State Emergency Number Account, and expediting the rollout of Enhanced 9-1-1 Phase II technology.

Cullen began his career with the Palo Alto Police Department in 1997.  Starting as a public safety dispatcher, he worked his way up through the ranks as a lead public safety dispatcher and Communications Manager.  He became the Technical Services Director in 2008.  Cullen has worked on a variety of county-wide projects and is Palo Alto's representative for the Silicon Valley Regional Interoperability Authority.  Additionally, Cullen has been part of the leadership of the Association of Public Safety Communications Officials (APCO), and he is the former president of CAL-National Emergency Number Association (CAL-NENA).  He is also an active member of the 9-1-1 for Kids organization.  A photo of Cullen is attached to this release.
