City Selects Hearing Officer For Buena Vista Mobile Home Park Closure Report

Palo Alto, CA – The City of Palo Alto has retained Craig Labadie to serve as the hearing officer to determine the adequacy of the Relocation Impact Report (RIR) and other materials submitted to the City regarding the proposed closure of the Buena Vista Mobile Home Park. On May 2, the owner of the property submitted the required report to the City for review, and staff must determine within 30 days whether the conversion application and report are complete or need further information. Once they are finalized, the next step in the process is a hearing on the report. Last November, the owner of the Buena Vista Mobile Home Park, located at 3980 El Camino Real, submitted a mobile home park conversion application to close the Park as required by a City ordinance. The ordinance also requires that individual meetings between a relocation specialist and residents be conducted and the terms of relocation be included in the report. Once the relocation report has been deemed complete by the City, the hearing officer will conduct a hearing to determine if the relocation assistance measures proposed by the park owner are adequate to mitigate the adverse impacts on displaced residents. The hearing will also provide an opportunity to consider the residents' perspective of the sufficiency of the mitigation measures. The hearing officer’s decision may be appealed to the City Council.
