Suspect Exposes Himself to Woman on Street, Arrested Following Day

Palo Alto, CA -- Police arrested a man today for indecent exposure after he exposed himself to a woman yesterday morning as they both walked down a street just north of downtown.  Police do not believe this case is related to two prior indecent exposure incidents that occurred earlier in January.

On Thursday, January 31, 2013, at about 11:36 a.m., our 24-hour dispatch center received a call from a woman reporting that an indecent exposure had occurred about ten minutes earlier in the 500 block of Everett Court.  The victim, a woman in her forties, did not have a cell phone with her and had called police as soon as she had access to a phone.  Officers arrived in the area but were not able to find the suspect.

The investigation revealed that the victim had been walking down the 500 block of Everett Court and saw the suspect walking towards her.  As he approached her, he lifted his shirt, pulled down his shorts, and exposed himself.  The victim immediately ran away.

The victim described the suspect as a white male in his thirties, about 5 feet 4 inches tall and over 200 pounds.  She said he had a potbelly and appeared "unkempt."  The victim said his hair was long and curly.  He was wearing a light-colored shirt under a black or gray unzipped jacket, and baggy shorts with an elastic waistband.

Detectives from the Palo Alto Police Department returned to the 500 block of Everett Court this morning, and were able locate a man who not only matched that same physical description, but who also was wearing very similar clothing.  The detectives detained him without incident at about 7:39 a.m. and contacted the victim, who came to the scene and positively identified him as the suspect.

Police booked 39-year-old Richard Kelly McCloskey of Stockton into the Santa Clara County Main Jail.  McCloskey is on active probation in Santa Clara County for a prior conviction of burglary.  Police booked him for indecent exposure (a misdemeanor) and a probation violation (a felony).  A booking photo of McCloskey is attached.

Police do not believe that McCloskey is responsible for the indecent exposure events that occurred in Palo Alto on January 8 and 10, 2013.  The victims in those cases described the suspect as a white male in his twenties who had an average build.
