City and Local Volunteers Join Statewide Golden Guardian Exercise November 14, 2007

Palo Alto, CA – On November 14, a Golden Guardian disaster drill will be conducted state-wide by the California Homeland Security Office and the Office of Emergency Services. The goal of the drill is to exercise State, County and Local agency proficiency in handling a bioterrorism attack and allow cities to test their Medication Centers/Points of Dissemination (PODs).

In Palo Alto, the focus will be on Medication Center/POD activation. Additionally:

  • The City Emergency Operations Center (EOC) will be activated
  • City Council and Standby City Council will be called in
  • A POD at Mitchell Park Community Center will be activated
  • An Emergency Volunteer Center will be activated at Cubberley Community Center
  • Public safety workers will be called in
  • Community Alert and Notifications with updates will be disseminated to exercise participants during the exercise
  • Representatives from local media will participate
  • Volunteers from City staff, neighborhood groups, ham radio operators, health professionals, governmental agencies, and the Red Cross will participate

In Santa Clara County, the focus will be on Public Health:

  • Cities are activating Emergency Operations Centers (EOCs) Medication Centers
  • One Super Medication Center is being activated at County Fairgrounds to dispense to those transported from a mass gathering
  • Joint Information Center being established
  • Transporting large crowd (2,000) to receive antibiotics
  • Cities activating Emergency Volunteer Centers to coordinate spontaneous volunteers
