Police Arrest Man for Brandishing Handgun During Road Rage Incident

 Palo Alto, CA – Police arrested a man for brandishing a .45-caliber pistol at another motorist during a road rage incident this morning.  No one was injured.

On Tuesday, September 27, 2016 at about 10:42 a.m., our 24-hour dispatch center received a call reporting that a brandishing had just occurred.  The victim, a man in his thirties with his wife in the car, reported he had been driving on Embarcadero Road near Middlefield Road when the suspect made an unsafe lane change that led to an ongoing road rage incident that continued for several blocks.  The victim reported that the suspect pointed a firearm at him and verbally threatened him when they reached Quarry Road and Arboretum Road.  The victim called police.  Officers responded to the area and soon found the suspect's vehicle, a white 2016 Honda Fit, parked and unoccupied in the parking lot of Nordstrom in the Stanford Shopping Center at 550 Sand Hill Road.

Police began searching the surrounding area for the suspect.  Officers placed Nordstrom on a lockdown while they searched; about 225 Nordstrom patrons and employees sheltered inside the store for about 40 minutes until officers confirmed the suspect was no longer in the area.  There is no information that the suspect ever actually entered Nordstrom.

During the course of the search, police developed information that the suspect worked at Stanford Health Care, located at 300 Pasteur Drive.  Officers detained the suspect there without incident at about 12:40 p.m.  Police returned to his vehicle in the Nordstrom parking lot and recovered an unloaded .45-caliber Glock pistol from the front door pocket and placed it into evidence.  The suspect also had loaded magazines for the pistol in the glove compartment.  He legally possessed the gun and ammunition.  Police issued 28-year-old Charles Christian Simbulan Blanco of Fremont a criminal citation for brandishing a firearm and possession of a concealed firearm not properly stowed in a vehicle (both misdemeanors) and released him at the scene.  He is a relief employee of Stanford Health Care and works as a "transporter."
