Man Arrested for Lewd Conduct in Parked Car

Palo Alto, CA – Police arrested a man on a warrant charging him with lewd conduct for actions that occurred in a parked car last month.

On Sunday, February 21, 2016, at about 6:45 p.m., an officer observed a man slumped over inside a car parked in the 4000 block of Park Boulevard.  The officer stopped to check the man's welfare, and soon saw that he was a uniformed Track Watch security guard talking on his cell phone inside his privately-owned vehicle (a white 2001 Chrysler Sebring) while on a break from work.

Although the officer did not directly witness a lewd act, based on the totality of the investigation, the officer believed the suspect had been masturbating, and submitted a report to the Santa Clara County District Attorney’s Office for review.  The following morning, police contacted the man’s employer, Cypress Security, and informed them of the incident.  The employer immediately suspended the guard and ensured he did not work another shift in Palo Alto as part of the Track Watch contract.

On March 9, the Santa Clara County District Attorney’s Office filed one misdemeanor count of lewd conduct against the suspect.  Police obtained an arrest warrant for 35-year-old San Carlos resident Luke Ryan Sauer and arrested him without incident this evening at about 6:20 p.m. in the 00 block of James Avenue in Redwood City.  Police booked him into the Santa Clara County Main Jail.  His booking photo is attached to this release.
