Police Arrest Man for Indecent Exposure at Apartment Complex

Palo Alto, CA -- Police arrested a man this week after two separate incidents where he sat naked in front of his apartment complex window and masturbated in full view of other residents.

On Tuesday, February 17, 2015, at about 6:43 p.m., our 24-hour dispatch center received a call of an incident exposure that had just occurred inside the Opportunity Center at 33 Encina Avenue.  Officers responded and detained the suspect without incident.

The investigation revealed that the victim, a man in his thirties who lives at the complex, had looked outside the window of his apartment.  He saw the suspect inside his fifth floor apartment, seated in a chair that was pulled up next to a picture window facing outward such that he was in full view of the courtyard and many apartments.  The suspect was masturbating and looking at the victim.  Once they made eye contact, the suspect turned off the lights in his apartment, then flicked them on and off again.  The victim called police.

Officers had responded to a similar complaint involving the same suspect at 6:40 p.m. on Sunday, February 15.  In that case, a 21-year-old woman and two female juveniles (both in their teens) standing on a second floor balcony of the complex had observed the suspect naked and masturbating at his window and flickering the light on and off in his room.  He had not made eye contact with any of them.  Officers wrote a crime report that night and forwarded it to the District Attorney's Office for review.

At the conclusion of their investigation on February 17, officers booked 63-year-old Palo Alto resident Scott Ford Bogart into the Santa Clara County Main Jail for one count of misdemeanor indecent exposure.  A booking photo of the suspect is attached to this release.  At his arraignment on February 20, the Santa Clara County District Attorney’s Office filed two misdemeanor counts of indecent exposure against him (one for each incident on February 15 and 17).
