Police Arrest Man for Peeping

Palo Alto, CA -- Police arrested a man for peeping last night after he looked through a hotel window while parents were changing the clothes of their two young daughters.

On Thursday, October 23, 2014, at about 9:15 p.m., our 24-hour dispatch center received a report of a peeping incident that had just occurred at the Oaks Motel at 4279 El Camino Real.  Officers responded immediately and detained the suspect nearby.

The investigation revealed that a family staying in the hotel had just finished giving their two daughters (both under 7 years old) a shower.  While the mother was drying the girls off and putting clothes on them, the father noticed a man standing outside looking through the window, watching their girls.  The father immediately went outside to confront the suspect, who left on foot.  The father called the front desk, who in turn notified police right away.

Police arrested 47-year-old Jose Refugio Cesar Garcia of East Palo Alto at the scene, and booked him into the Santa Clara County Main Jail for misdemeanor peeping and a felony probation violation.  The suspect is on probation out of San Francisco County for soliciting a lewd act and resisting arrest.  A booking photo of the suspect is attached to this release.

There is no known connection between this case and the rash of indecent exposure cases that occurred earlier this month.
