Project Description

In early 2018, residents who live in or near the Crescent Park neighborhood corresponded with the City regarding traffic conditions in this neighborhood. Residents cited traffic congestion and high volumes of cut-through traffic during the peak hours, safety and high travel speeds during off-peak hours as concerns and identified improved safety and quality of life as the primary goals of the project.

City has collected and analyzed comprehensive traffic volume and speed data and has identified priority study geographies. In coordination with the stakeholders group and the input from the nearby neighborhood residents, staff has developed preliminary conceptual plans with potential traffic calming modifications for the Crescent Park neighborhood and has received buyoff from the community for a one-year trail period of the proposed traffic calming neighborhood plan. 

Scope of Work

  • University Avenue / West Crescent Drive - Installation of a 50’ protected bikeway section in the eastbound direction.
  • Southwood Drive / East Crescent Drive - Installation of curb extensions in order to square off the intersection and add a new stop sign on Hamilton to create a three-way, all stop intersection.
  • Hamilton Avenue / Center Drive / Southwood Drive  - Installation of an oval shaped/elongated traffic circle with stop control in the middle of the intersection.

Project Status

Staff has received approval from PTC and Council for implementation of a 1-year trial period to be initiated for this project. Staff is currently finalizing the project design plans and will work with a contractor to install the traffic calming elements in the Summer 2021. Temporary installations are tentatively scheduled for August 2021. 

Project Timeline

  • Phase 1: Summer 2021 – Install temporary traffic calming measures
  • Phase 2: Summer 2022 – 1 year trial period. Gather community input. Collect “after” speed and volume data and compare to “before” values. 
  • Phase 3: Fall 2022 – Final review and Council approval for installation and permanent retention of final traffic calming measures.
  • Phase 4: Summer 2023 – Design and install permanent traffic calming measures.
