Palo Alto Parking Action Plan
This resource presents the City's current comprehensive parking strategies for developing parking policies and programs in the City of Palo Alto, coordinated by the Office of Transportation.
Staff aim to increase transparency, adopt a data-driven approach to policy development, center customer and stakeholder experiences of parking and transportation issues, and prioritize sustainability. We welcome feedback on the following vision and goals for this resource.
Vision and Goals
Parking management strategies will be implemented incrementally through a transparent process, with an emphasis on incorporating feedback from community stakeholders across all user types, to ensure that solutions are tailored to meet the needs of residents, business owners, employees, and visitors equitably.
Both financial and environmental sustainability are important elements of the City’s parking programs. Staff will align pricing incentives with desired programmatic and environmental goals. Strategic and cost-effective investments in parking technology, deployed with sound parking demand management strategies, will be utilized to achieve the City's programmatic and environmental parking goals.
Policies and operational practices will be periodically reviewed and compared to parking industry standards. Data driven decisions will allow the City to optimize parking operations and make strategic investments, to operate the City's parking programs in alignment with the City's highest priorities.
Since the parking experience can be the first and last impression that someone has in Palo Alto, it is important to implement strategies that enhance this experience with options that are easy, reliable, accessible, safe, and affordable.

RPP improvements and community engagement efforts
Description: Continue to develop and implement Parking Work Plan identified Residential Preferential Parking improvements and community engagement efforts. Reference the Parking Work Plan.

Implement ALPR enforcement, data collection, and virtual permitting
Description: Implement Automated License Plate Reader enforcement, establish parking availability rates, and begin virtual permitting in select RPP districts
- ALPR enforcement in select districts to begin Fall 2021 / Winter 2022
- Downtown, Evergreen Park-Mayfield, and Southgate RPP districts to transition to virtual permitting
- Fall 2021 through Spring 2022 permit cycles - initial parking availability data to be collected
- Summer and Fall 2022 - community engagement to establish parking availability rates in select residential district
Develop and pilot new commercial parking regulations
Description: Develop and pilot new commercial parking regulations, to potentially include mobile payment options, virtual permit options, and/or hourly performance pricing rates in select popular parking locations
- Fall/Winter 2021 - Initial community engagement and municipal code review to scope out options
- Spring 2022 - Present options to Finance Committee
- Summer/Fall 2022 - Return to PTC and then Council with more developed recommendations
UPDATE ON PARKING ENFORCEMENT:
Parking enforcement (ticketing) has been paused in all commercial and residential parking districts since March 2020.
Enforcement will continue to be paused until September 30, 2021; it will resume on October 1, 2021 in all commercial and residential parking districts. Vehicles without valid permits will receive warning notices only, but no tickets/citations through September 30, 2021.
Exception: Enforcement for issues like parking during street-sweeping, blocking fire hydrants and red curbs, and any other violations prohibited by law is always in effect.
