Palo Alto Parking Action Plan

This resource presents the City's current comprehensive parking strategies for developing parking policies and programs in the City of Palo Alto, coordinated by the Office of Transportation.

Staff aim to increase transparency, adopt a data-driven approach to policy development, center customer and stakeholder experiences of parking and transportation issues, and prioritize sustainability. We welcome feedback on the following vision and goals for this resource.

Vision and Goals


Parking management strategies will be implemented incrementally through a transparent process that incorporates feedback from the community to ensure that solutions are equitable and tailored to meet the needs of residents, business owners, employees, and visitors.


Both financial and environmental sustainability are important elements of the City’s most important goals. Strategic and cost-effective investments in parking technology can be sustained by forecasted parking revenue and promoting alternative modes of transportation to reduce greenhouse gas emissions, mitigate parking demand, and avoid costly investments in additional parking supply.

Data Driven

Policies and operational practices will be periodically reviewed and compared to parking industry standards. Data driven decisions will allow the City to optimize parking operations and make strategic investments, to operate the City's parking programs in alignment with the City's highest priorities every and each day.

Customer Centric

Parking is a Service as much as it is a potential tool for sustainability. City staff are committed to serving customers as primary stakeholders and reviewers of City parking rules. We serve our all our constituencies best by giving parking customers options that are easy, reliable, accessible, safe, affordable, and fair.

Continue to develop and implement Parking Work Plan identified Residential Preferential Parking improvements and community engagement efforts

    Resume normal operations and permit sales cycles as soon as possible

    •  On-street enforcement in commercial and residential districts to resume May 3
    •  Off-street enforcement in garages and lots to resume approximately one month after state and county COVID-19 color tiered restrictions have been rescinded

    Implement Automated License Plate Reader enforcement and establish parking availability rates and virtual permitting in select RPP districts

    • ALPR enforcement in select districts to begin Fall 2021 / Winter 2022
    • Downtown, Evergreen Park-Mayfield, and Southgate RPP districts to transition to virtual permitting
    • Fall 2021 through Spring 2022 permit cycles - initial parking availability data to be collected
    • Summer and Fall 2022 - community engagement to establish parking availability rates in select residential districts

     Provide feedback


    Develop and pilot new commercial parking regulations, to potentially include mobile payment options, virtual permit options, and/or hourly performance pricing rates in select popular parking locations

    • Spring 2021 - initial community engagement and municipal code review to scope out options 
    • Summer/Fall 2021 - present options to Finance Committee
    • Fall 2021 - return to PTC and then Council with more developed recommendations
