Commission Members and Biographies

Hal MICKELSON (Chair)

""Hal M. Mickelson retired from the Hewlett-Packard Company in 2012 as Senior Corporate Counsel after 33 years as an attorney in HP’s legal department.  Joining HP in 1979, he initially provided legal support for sales and marketing activities, focusing on antitrust and commercial law issues.  Beginning in 1987, he concentrated on labor and employment law, including the HR aspects of mergers and acquisitions.  In addition, he provided advice and management training regarding product liability, trade secret protection and business ethics.  Starting in 1996, he served for several years as manager of the department’s legal education and compliance programs.  In 2008, he moved to the Intellectual Property Section of the department with responsibility for trademark licensing. 

A native of San Pedro, California, Hal graduated from Stanford University with an A.B. in history, Phi Beta Kappa, in 1971, and received his J.D. from Harvard Law School in 1974.  He joined the California bar in 1974, and practiced in San Francisco with Athearn, Chandler & Hoffman from 1975 through 1979.  He was admitted to the bar of the United States Supreme Court in 2011.

Hal is an active member and past president of the Rotary Club of Palo Alto and a former director of the Palo Alto Chamber of Commerce, the Palo Alto Area Chapter of the American Red Cross, and the Stanford Daily Publishing Corporation.  He served fifteen years - starting with his junior year in college - as stadium announcer for the Stanford Marching Band.  He is an opera buff, a Shakespeare enthusiast, a Gilbert & Sullivan fan, and a devoted follower of Stanford's football, basketball and baseball programs.

Ron Owes is a Licensed Civil Engineer with BSCE and MSCE degrees from the University of Washington in Seattle. His masters’ degree was in the environmental engineering division where he was an instructor while he worked toward an advanced degree.  He presently resides in Palo Alto, California.

Ron has practiced as a principal on civil and environmental engineering projects for over 40 years.  Projects have included planning, design and construction services for wastewater conveyance and treatment facilities, solid waste landfills and transfer facilities, and environmental remediation. Surface water handling, conveyance and disposal have been a major component of most of the projects he has been involved with.

Ron’s career has included a stint in the White House in the Office of Emergency Preparedness in the Office of the President. His work included making recommendations to modify the stock pile program to include resource recovery and recycling.

Meetings take place in a hybrid format in the Community Meeting Room at City Hall and online via Zoom.

Members of the public who wish to participate in meetings can find instructions on the top and bottom of individual agendas or by clicking the drop-down below. To ensure participation in a particular item we suggest calling in or connecting 15 minutes before your item is scheduled to begin.

How to Participate in a Virtual Public Meeting

Members of the Public may provide public comments to teleconference meetings via email, teleconference, or by phone.

  1. Written public comments may be submitted by email to the staff liaison, Karin North at karin.north@cityofpaloalto.org
  2. Spoken public comments using a computer will be accepted through the teleconference meeting. To address the Council, click on the link below to access a Zoom-based meeting. Please read the following instructions carefully.
    1. You may download the Zoom client or connect to the meeting in- browser. If using your browser, make sure you are using a current, up-to-date browser: Chrome 30 , Firefox 27 , Microsoft Edge 12 , Safari 7. Certain functionality may be disabled in older browsers including Internet Explorer.
    2. You may be asked to enter an email address and name. We request that you identify yourself by name as this will be visible online and will be used to notify you that it is your turn to speak.
    3. When you wish to speak on an Agenda Item, click on “raise hand.” The Clerk will activate and unmute speakers in turn. Speakers will be notified shortly before they are called to speak.
    4. When called, please limit your remarks to the time limit allotted.
    5. A timer will be shown on the computer to help keep track of your comments.
  3. Spoken public comments using a smart phone will be accepted through the teleconference meeting. To address the Council, download the Zoom application onto your phone from the Apple App Store or Google Play Store and enter the Meeting ID. Please follow the instructions 2.1-2.5.
  4. Spoken public comments using a phone use the telephone number listed below. When you wish to speak on an agenda item hit *9 on your phone so we know that you wish to speak. You will be asked to provide your first and last name before addressing the Council. You will be advised how long you have to speak. When called please limit your remarks to the agenda item and time limit allotted.
