Housing Element Update 2023-2031
Thank you for visiting the City’s 2023-2031 Housing Element Update website. A new external website has been specifically dedicated for the City’s Housing Element update effort. On February 1, 2021, the City Council approved the formation of a Housing Element Update Working Group to help the City update its Housing Element. It will advise the City Council with housing programs and policies, selecting housing sites and participating with community outreach as part of the Housing Element update.
What is the Housing Element?
The Housing Element is the City’s strategic plan for housing the City’s present and future residents. It is a comprehensive document that must include the following sections:
- An analysis of housing needs of the City’s population,
- An inventory of housing sites to accommodate future growth,
- An analysis of housing constraints that impact housing production,
- Programs that implement the City's housing policies,
- Action that promotes and furthers fair housing opportunities.
The State of California requires the City to update its Housing Element every eight years. The City has begun updating its Housing Element for the next eight year period, 2023-2031.
