The Purchasing and Contract Division provides support and facilitates procurement activity for supplies, materials, equipment, information technology and professional services for the City. The division develops and issues solicitations for these purchases. The Division also works together with City departments to develop and execute contracts for these purchases.


Bids and Contracts

The City of Palo Alto has partnered with OpenGov a fully automated, web-based electronic bidding and vendor management system. Registration with OpenGov is free and allows prospective vendors to:

  • Receive notifications of future opportunities by selecting Subscribe to create an account
  • Register to submit bids or propose on any of the City’s solicitations
  • Vendors will be guided through the process of responding electronically to RFPs, bids, etc. to ensure submissions have been accurately completed.
  •  Automatically receive updates (including amendments and addenda information) to existing solicitations by clicking the Follow button on a solicitation
  •  Submit questions and receive answers for open solicitations

Transition to OpenGov will occur May 18, 2023. Please see the Planet Bids portal for solicitations issued May 17, 2023 or prior.

Vendor Information

This section provides important information for vendors that are interested in doing business with the City of Palo Alto. To receive automatic announcements and submit a bid for a solicitation posted by the City, please register (at no cost) with OpenGov, the City’s vendor management and solicitation portal.
