Police Department Promotions

I am pleased to announce the promotions of Sandra Brown to Sergeant and April Chan and Joyce Metzger to Agent effective October 18, 2003.
Sandra began her law enforcement career with the Santa Clara County Sheriff's Department in 1983 as a law enforcement clerk. She served as a Deputy Sheriff for four years prior to being hired by Palo Alto Police Department in January 1988. During her tenure, Sandra has worked in patrol, traffic, and investigations. She served on the Downtown Health and Safety team and has been instrumental in the development and ongoing monitoring of the Department's Strategic Plan. She was presented with the Officer of the Year Award in 2002 and was promoted to Agent in 1999.
April Chan joined the Police Department in January 1999 after a career in nursing for two and a half years at Stanford Hospital. She has been very involved in the Field Training Officer (FTO) Program, as well as the Designated Rifle Officer and Evidence Teams. April receive her Bachelor of Science degree in Nursing from San Jose State University and retains her licensed registered nurse status.
Joyce Metzger started her law enforcement career as a Palo Alto Reserve Officer in 1986. In 1994, Joyce became a full time officer with the San Jose State University Police Department where she served as a canine officer and a field training officer. She returned to Palo Alto in October 1997. Since then, she has been an FTO, member of the Hostage Negotiations Team, the Mentor program, and currently is the Department's financial crimes investigator. Joyce received her Bachelor of Arts degree in Social Science from San Jose State University.
