Files Charges in Visibility Case
Palo Alto, CA -- The Palo Alto City Attorney's Office filed
its first criminal complaint to enforce the pedestrian and vehicle
safety requirements of the Visibility Project. On March 29, 2002,
criminal charges were filed against Kay Ruth Leibrand alleging a
violation of the Palo Alto Municipal Code for maintaining landscaping
that constitutes a public nuisance. The complaint is based on an
allegation that Leibrand has maintained excessive landscaping within
the street planter strip area on El Dorado Street. The charges were
filed after appeals from neighbors and orders from City code enforcement
staff failed.
Leibrand will be arraigned in the Palo Alto Court facility on May
30, 2002.
The Visibility Project is intended to actively promote visibility
and safety requirements for pedestrians, bicyclists, and motorists.
