In-person permit assistance still available at City Hall
For the past two weeks, the RPP enforcement team has been placing informational notices on car windshields with details about how to register for a permit online, and the availability of in-person assistance at City Hall. This was done to provide additional assistance to individuals who were having trouble navigating the online permit system or who may have been unaware of the permit requirements.
Important dates for RPP enforcement
Starting Sept. 29, enforcement will move into a “warning” period with information on the date that citations will be issued, which will be no later than Oct. 13. The RPP enforcement team will be issuing citations on cars that are parked for more than two hours without an RPP permit within the downtown parking district. The cost of a ticket is $53.
The City plans to continue the RPP customer service contractor on-site at City Hall for the next several weeks to offer in person help to anybody still having trouble getting a permit. The representative will be stationed across from the Utilities window in the lobby of City Hall, 250 Hamilton from 8:30 a.m. to 5:30 p.m. Monday-Thursday and Friday 8:30 a.m. to 4:30 p.m.
To date, there have been 4,663 permits issued online, including 3,519 permits to residents, 479 permits for low-income workers and 665 standard worker permits. The City anticipates that number to increase as awareness of the permit requirements and online assistance continues.
Employees of businesses in the downtown parking assessment district can also purchase a permit for long-term parking in any of the nine off-street parking lots and garages for the same price as the Phase 1 RPP permit ($233 for six months). The City has been working to release permits from waitlists at both the Cowper/ Webster garage and the Bryant/Lytton garage so spots will become available at those two facilities.
Areas immediately adjacent to the downtown RPP District
As anticipated, there has been parking spillover on the streets directly outside the Downtown RPP District. The RPP ordinance provides a process for residents of any block to petition for annexation into an adjacent RPP district including:
1. Residents must complete a petition (download the form) and application, including a proposed boundary for the annexation
2. For completed petitions that receive a majority of support from the defined area, City staff will notice the neighborhood that it plans to make a recommendation to the City Council for inclusion in the existing RPP district
3. A resolution for annexation into the Downtown RPP district will then be presented to City Council at its December 7 meeting
4. The City plans to bring both an analysis of parking data collected during the first month of RPP implementation, as well as neighborhood petitions for opting into the current RPP district to the Council at its Dec. 7 meeting. The data on where permit holders are parking and the distribution of types of permits are key elements as Phase 2 of the RPP program is developed.
