Residential Preferential Parking program launched on Sept. 15

In-person permit assistance and informational noticing planned for initial two weeks.

Sept. 15, 2015 marks the official start of phase one of the Downtown Residential Preferential Parking (RPP) program that is designed to provide preferential use of on-street parking to residents and restrict or eliminate parking for non-permit holders during select time periods. While the program goes into effect on Tuesday, crews have been removing the covers on the 800 RPP street signs in the affected area in preparation for the start date.

The number of online permits issued so far has been significant but still fewer than expected for the first phase of the program, and the City is aware that some individuals are having trouble navigating the online permit system while others may still be unaware of the permit requirements. To address both of these issues, we have asked our RPP customer service contractor to have two representatives on-site at City Hall starting on Sept. 15 from 8:30 a.m. to 5:30 p.m. Monday-Thursday and Friday 8:30-4:30 p.m. for two weeks to offer in-person help to anybody having trouble getting a permit. They will be stationed across from the Utilities customer service window in the ground floor lobby of City Hall, 250 Hamilton, and can walk individuals through the process of registering right there.

The RPP enforcement team will be placing informational notices on car windshields for two weeks beginning on the Sept. 15, 2015 launch date. Those notices will  indicate that RPP is in effect and also provide information about available in person assistance, as well as how to register online. This will provide a little extra time for both assisting those still requiring help with the online system, as well as informing those who may still be unaware they need a permit.

Enforcement will then move into the previously planned “warning” period that the City had originally anticipated before citations are issued.

This change is being made to ensure that appropriate assistance is provided to individuals who don’t have ready access or are having difficulties registering using the online system, as well as those who are not yet aware of the permit requirement. The City anticipates that both the informational notices, as well as the in-person assistance will generate additional registrations over the first two weeks of the program. City staff believes that this soft launch period will be helpful to many of our residents.
