City encourages alternative transportation and routes to help alleviate Highway 101 traffic congestion

The bridges at Highway 101, East Bayshore Road and West Bayshore Road over San Francisquito Creek are being replaced because they are structurally-deficient and lack capacity for creek flow. The project is essential, as the replacement bridges will improve water flow beneath the roadways, which will reduce the flood risk to residents and businesses in Palo Alto and East Palo Alto and complement channel improvements downstream of Highway 101.

Until the bridge construction is completed, the City of Palo Alto encourages residents and motorists to avoid Highway 101 from Embarcadero Road to University Avenue during peak commute hours - use Interstate 280 if possible. Additionally, here's a list of alternative transportation tips to help alleviate traffic congestion:
