Compost Blue Ribbon Task Force Follow-up

The anticipated closure of Palo Alto's Compost Facility in 2012 triggered the formation of a Compost Blue Ribbon Task Force (Task Force) which operated from March through September 2009.  The Task Force sent its Report to Council on October 19, 2009, with a series of recommendations.  The lead recommendation was to change the current windrow composting operation to Anaerobic Digestion.  On October 19, Council thanked the Task Force for its work and directed Staff to follow up with further analysis. 

On April 5, 2010, that information was presented to Council and they directed Staff to:

  1. Hire a consultant to evaluate Dry Anaerobic Digestion.
  2. Prepare an applicable level EIR focused on 8-9 acres of Byxbee Park.
  3. Continue not accepting commercial refuse at the PA Landfill.
  4. Study energy conversion-technologies including Anaerobic Digestion at Palo Alto's Wastewater Treatment Plant as part of its Facility Planning process.
  5. Pursue partnering opportunities for organics processing within 20 miles of Palo Alto.
