JPA Initial Capital Project Flood Reduction Alternatives Analysis
The San Francisquito Creek Joint Powers Authority (JPA) retained Philip Williams & Associates to assess the feasibility of potential Initial Capital Projects in the watershed. Specifically, the consultant was asked to analyze project alternatives between Highway 101 and SF Bay for hydraulic performance, and to examine the topography and hydrology of the upper watershed to identify potential upland detention opportunities.
The attached alternatives analysis report provides a description of the options considered, including location and scope of improvements, hydraulic performance, flood reduction potential, general environmental benefits and impacts, and probable construction cost. The JPA Board of Directors will use the report to help with the selection of an Initial Capital Project to be implemented in the next three years.
