Downtown North is the residential neighborhood of Palo Alto that stretches from Alma Street to Middlefield Road, and from Lytton Avenue to San Francisquito creek. Downtown North residents have long been interested in finding ways to deal with persistent traffic problems in their neighborhood, including vehicle speeds and cut-through traffic. In February 2001, Palo Alto City Council authorized installation of a traffic calming trial plan and approved an associated set of performance measures. This traffic calming trial plan included seven street closures and was installed in June 2003. On March 24, 2004, the Palo Alto City Council directed staff to remove six of the street closures and install a new second traffic-calming plan including turn restrictions into the neighborhood during peak hours, three traffic circles and two speed tables. The second Downtown North traffic-calming plan was fully implemented in September 2004.
