Performance Reports and National Citizen Surveys

The Auditor's Office issues the annual Performance Report (formerly Service Efforts and Accomplishments) for the City of Palo Alto. The report is intended to be informational. It provides data about the costs, quality, quantity and timeliness of City services. It includes a variety of comparisons to other cities, and the results of a citizen survey. Our goal is to provide the City Council, staff, and the public with an independent, impartial assessment of past performance to strengthen public accountability, improve government efficiency and effectiveness, and support future decision-making.

This is Palo Alto's fifth Citizen Centric Report (CCR). The CCR is a concise four-page summary of highlights in the Performance Report (formerly the Service Efforts and Accomplishments Report), financial data, and an overview of our City's economic outlook. The CCR follows the Association of Government Accountants' recommended report format, which is designed to be visually appealing and to provide understandable information to the public about the financial condition and performance of our local government.

The National Citizen Survey™ (The NCS) is a collaborative effort between National Research Center, Inc. (NRC) and the International City/County Management Association (ICMA). The NCS was developed by NRC to provide a statistically valid survey of resident opinions about community and services provided by local government. This document includes four reports: 1) Results, 2) Benchmark Report, 3) Geographic Subgroup Comparisons Report, and 4) Trend Report. The newly issued Trend Report highlights changes that are notable from 2003 to 2013.
