Description from the solicitation: The City of Palo Alto is seeking bids from qualified contractors to provide construction, field design and installation of equipment and materials for a new magnesium hydroxide chemical feed system. The required work shall be performed subject to the qualification and evaluation provisions, and terms and conditions, including all incidental and related work as required by PART III, Technical Specifications, herein.

A mandatory pre-bid meeting is scheduled for Tuesday, January 27, 2015, at 10:00 a.m. at the Regional Water Quality Control Plant, 2501 Embarcadero Way, Palo Alto, CA 94301 in the Administration Building Conference Room.

The Bidder to whom the Contract will be awarded must at the time of bid submittal possess a current license in the following classification issued by the California State Contractors License Board: Class A, General Engineering Contractor. Bidder’s subcontractors must also be properly licensed.

In early 2014, City Staff received direction from City Council to move forward on a number of parking-related initiatives for the Downtown commercial core, including an assessment of parking garage and lot policies and recommendations on the implementation of garage technology. Goals for potential technology platforms included the following:

1. Improved parking permit management
2. Improving utilization of garages and lots
3. Improving visitor access to occupancy information of parking facilities
4. Better vehicle counting infrastructure and parking controls in garages

The City is currently in the process of onboarding a parking wayfinding consultant who will be tasked with the design of new static and dynamic parking wayfinding signage, both at garage entries and key Downtown locations. The wayfinding scope of work includes design of the look of PGS dynamic signage at parking facility entrances and gateway locations Downtown, but does not include specification of the technology which will provide data to these signs. It is expected that the consultant selected for the PARCs and PGS design will work with the way-finding consultant to ensure the appropriate integration of the technology with the proposed signage.

The City of Palo Alto (City) seeks proposals for services under two separate categories from energy efficiency (EE) consultants:
• Category 1: Provide evaluation, measurement and verification (EM&V) of the energy savings attributed to the City’s EE and Demand Response (DR) programs, Program for Emerging Technologies and Customer Connect Pilot program; and • Category 2: Provide technical advisory services on an as needed basis to perform engineering review and evaluation of energy savings estimates provided by contractors and customers in their EE projects and rebate applications.
The term of the 2 contracts one for each Category is for a potential thirty-six (36) months, but the City reserves the right, in its sole discretion, to consider proposals or execute contracts with successful Consultants for terms greater than or less than that potential thirty-six (36) months.
