Work under this contract includes, but is not limited to Public notification, traffic control, removal and discarding of existing synthetic turf, installation of new synthetic turf at existing fields, grading and preparation for new synthetic turf at perimeter of existing fields, and installation of new synthetic turf at perimeter of existing fields, including all incidental and related work as required by the Scope of Work in the IFB available upon request. The work consists of all labor, material, tools, equipment, etc. for completing the following scope of work at Municipal Service Center at 3201 East Bayshore Road, Palo Alto and Utility Control Center at 3241 East Bayshore Road, Palo Alto. Install four AMAG card access readers on exterior doors at MSC – C; Demo the existing old security camera system in the MSC yard and Utility Control Center building and server room; Install 40 IP security cameras throughout the MSC yard and Utility Control Center; Install one Network Video Recording Server in the Utility Control Center server room for the new security camera system; Install one new LED flat panel video monitor, minimum 20”, for server; Install the Network Video Management Software on the server and supply the licenses for the 40 cameras. Install client software on 16 clients PCs. PCs are City supplied. There shall be no cost for technical support for this system; Provide three years of software upgrades for IPVSSP base application and recorder application (recorder application is a per camera cost, which totals 40 cameras); Provide onsite and vendor offsite system training. Street resurfacing project of two sections along Middlefield Road and one section along Alma Street includes, but is not limited to: asphalt concrete milling; placing asphalt concrete overlay; placing rubberized concrete overlay; asphalt concrete pavement repair and replacement; Portland cement concrete road base repair, removal and replacement of damaged sidewalk, curb, gutter and driveways; installing or replacing curb ramps; removal and replacement of concrete median curbs; installing truncated domes; tree trimming; traffic control; crack sealing; potholing; surveying; striping; placing legends and pavement markers; site preparation; lowering manholes, catch basins, utility boxes, vaults and then raising back to grade following paving. The City hereby provides notice of California Labor Code section 1771.1(a), which reads: “A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.”

Through this Request for Proposal for Utility Commodities, entitled Renewable Electric Power (RFP), the City is seeking proposals to the RFP (Proposals) to provide electric power generated by renewable resources to meet the City’s long-term renewable portfolio needs. The City intends to negotiate and execute one or more Power Purchase Agreements (PPAs), for terms of 5 to 30 years, with one or more selected bidders (Bidders or Selected Bidders) through this solicitation. The City’s resource eligibility standards are the same as those established by the California Energy Commission. However, the City has a very strong preference for Proposals that would qualify as Portfolio Content Category 1 (PCC1).
Each Proposal submitted in response to this RFP shall be for only one proposed energy resource, and can include more than one generator of like kind. Bidders may, however, submit more than one Proposal. Each Proposal may also include several different price structures, project terms, and business/ownership structures. However, at minimum each Proposal shall include a standard PPA price structure with a fixed, non-escalating price over the entire contract term. Proposals should include the Bidder’s best and final price offering; there will be no opportunity to re-price after the Proposal deadline.
