Community Development Block Grant (CDBG) Program

 

The Community Development Block Grant (CDBG) Program is the principal Federal program providing localities with grants to devise innovative approaches to improve the physical, economic and social conditions in their communities. Although spending priorities are determined at the local level, the stated purpose of the law is:

"The development of viable urban communities, by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income."

Palo Alto's CDBG Program is directed toward expanding and maintaining the affordable housing supply, promoting housing opportunities and choices, maintaining and improving community facilities, and providing supportive services for targeted low-income groups, including persons who are homeless, persons with disabilities, the elderly, and other special needs groups.

The majority of funds are distributed to local nonprofit agencies in the form of grants to carry out eligible activities. While the Palo Alto City Council decides which projects to fund from the applications submitted, active citizen participation is an important feature in the CDBG process.

Community Development Block Grant (CDBG) Citizen Participation Plan
Approved changes to the Citizen Participation Plan include the coordination of the City’s Human Service Resource Allocation Process (HSRAP) with the CDBG funding allocation process by charging the Human Relations Commission, rather than a separate CDBG Citizen’s Advisory Committee, with an active advisory role in the CDBG Program.

Fiscal Year 2012/13 Draft Action Plan
The 2012/2013 Action Plan is a one-year plan describing the eligible activities the City of Palo Alto intends to undertake to address the needs and implement the strategies identified in the adopted 2010-2015 Consolidated Plan. It is the third Action Plan in the implementation of the five-year plan and serves as the City’s application for federal funds under the U.S. Department of Housing and Urban Development (HUD) formula grant programs. Both the Consolidated Plan and the Action Plan are implemented by the City’s Planning and Community Environment Department.

Amended Notice of Public Review Period and Public Hearings on Palo Alto's CDBG Program
This is to notify the general public and other interested parties that the Palo Alto Finance Committee meeting originally scheduled for April 3, 2012 has been rescheduled as follows: The City of Palo Alto Finance Committee will hold a Public Hearing on April 17, 2012 to review the proposed Fiscal Year 2013 CDBG funding allocations identified in the Draft Annual Action Plan. The Public Hearing will be held at 6:00 p.m., or as soon as possible thereafter, in City Hall Council Council Conference Room, 250 Hamilton Avenue, Palo Alto.

Notice of Public Review Period and Public Hearings on Palo Alto's CDBG Program
This is to notify the general public and other interested parties that a 30-day public review period of the Draft Annual Action Plan for the allocation of Fiscal Year 2013 Community Development Block Grant (CDBG) funds, will begin on March 23, 2012 and end on April 21, 2012. The Draft Annual Action Plan describes the activities the City may fund under the 2012/13 CDBG Program. Collectively these activities are intended to meet Palo Alto’s affordable housing and community development objectives described in the 2010-2015 Consolidated Plan.
