2009 Management Talent Exchange Program

It's a fact. As Baby Boomers retire, there are fewer and fewer young professionals in line and prepared to fill their shoes. The problem is particularly acute in public agencies because the rewards of public service are often overlooked by today's workforce. Local government agencies will be hard hit by the reality of demographics unless they confront the "replacement gap" by mentoring and assisting talented, aspiring managers who seek higher levels of responsibility.

As part of the initiative on "Preparing the Next Generation" by the City Managers Department of the League of California Cities, the City Managers Associations of Santa Clara and San Mateo Counties sponsor a "Management Talent Exchange Program" (MTEP) for aspiring managers in local governments seeking growth and development opportunities.

MTEP facilitates 3-month exchanges of "star performers" among public agencies in the two counties so that participants can acquire new experiences, new relationships, and new competencies.  Funding is provided by the two City Manager Associations, participating agencies, and MTEP's corporate partner, William Avery & Associates.

WHO IS ELIGIBLE?
Star performers who are currently in positions such as:

  • Assistant City Managers
  • Department Heads
  • Assistant Department Heads
  • Assistants to City Managers
  • Analysts and Management Assistants

WHO HAS PARTICIPATED?

  • A Public Communication Manager was assigned as a Management Assistant to a Finance Director.
  • An Electrician Lead was assigned as a Compliance Manager.
  • A Recreation Supervisor was assigned as an Assistant to a City Manager.

TIMELINE

  • Applications Available – April 13
  • Information Meeting – April 30 @ The City of Palo Alto 8:30am-9:30am
  • Application from Nominees due – June 5
  • Selection Process – June/July
  • Placement Process – August
  • Orientation Process – August
  • Placements begin – September 14
  • Placements end – December 4
