Office Of The City Manager


The City Manager provides leadership to the organization in the implementation of City Council policies and the provision of quality services to the community.

Welcome to the Office of the City Manager. Frank Benest is the department director and City Manager. Under Palo Alto's form of government, the City Manager is the chief administrative officer of the City and reports directly to the City Council. The City Manager appoints (subject to Council approval) the department heads of the 10 operating departments.

The City Manager is responsible for assuring that City services are performed in accordance with Council policies and within the capability of the City's resources. The City Manager keeps the Council advised of the City's financial condition and the future needs of the City.

In addition, the City Manager promotes specific initiatives described below that encourage people to choose a career in local govenment or enhance their existing career in public service. These initiatives include internship opportunities, the City's management academy and management talent exchange among local government agencies, to attract and retain employees interested in moving up within the City organization.
