Description: The Utility Department has a Rate Assistance Program (RAP), which offers a 20 percent discount on metered utilities (water, gas and electricity). This program provides relief to residents who meet special medical and financial qualifications. Call the Customer Service Center at 650-329-2161 for additional information.
Project Pledge is a program that provides Utility bill assistance to customers who are experiencing unusual financial hardships such as loss of job, spouse, a sudden medical problem, etc. Palo alto residents that " pledge" an amount of their choice, which appears on the monthly utility bill, voluntarily fund the program. Residents can also make a one-time donation. The City administers the funds and 100 percent of the funds are disbursed directly to eligible customers. The maximum disbursement is $750 within a 12-month period. For more information about Project Pledge, please call Utilities Customer Service at 650-329-2333.
